 Buying pelleted seeds

Most of my roses that I grow are hardy enough to grow here in MN, but I have a few that just don't make it here. Is there a way that I could take cuttings from those and root them. Ofcourse I can do that, but my question is will I be able to keep

Yes, I know - wrong season!! But with my spring bulbs just starting to peek out, I'm beginning to realise that I want more tulip bulbs...and I'm not sure where to order them from this fall!! Also, what do you like to plant with your tulips?
