 Sick looking braided Money Tree

Well, Went to Home Depot for plant food and these two crawled into the cart! Have always wanted a Dragon Tree ( Dracenea marginata ) and this 3 ft. one was on sale for $4.98. Looks in good shape- the pic makes it look like some leaves

 why are all these leaves growing so small?

In the latest months I've noticed new leaves on several of my plants grow out very small and stop growing. It's not necessarily that the whole plant has stopped growing - just the new leaves come out stunted. I do have artificial lights above
